I declared in Executive Council my belief that he and his Staff were not prepared for the work expected, I could not put my opinion against his in a matter so clearly within his peculiar Province. I submit however that all such points are irrelevant. If the Mint was not ready for opening last May it has long since been got into working order, whilst the seignorage charge has for many months been diminished to actually one half. Therefore it will not help the Mint to attribute its present inactivity to any temporary circumstances affecting its Condition more than ten months back.
